Solutions for institutions and public administrations
An administration where every decision is verifiable.
Phème Corporate Solutions designs and runs the digital infrastructure of public bodies: governance on a shared ledger, AI-assisted risk management and day-to-day administration, roads ready for autonomous vehicles, and end-to-end verifiable e-voting.
Our services are for institutions and public administrations. As an individual, you can follow our research by email and read about the Peak Protocol lab. Get our research by email.
Deliberations anchored in a ledger no one can rewrite.
Every proposal, amendment, council vote and budget commitment is timestamped and sealed on a permissioned chain whose nodes are run by the institution, its partners and an independent observer.
Sealed deliberations
Agenda, minutes and vote result get a public fingerprint. Citizens can check that a published document has never been altered.
Multi-signature budget
Spending above the set threshold only goes out with the signatures of several authorising officers. The rules are written in the contract, not in a spreadsheet.
Citizen participation
Petitions, consultations and participatory budgeting with eIDAS identity, quorum and deadlines applied automatically.
Life cycle of a deliberation
Example: deliberation 2026/114- 1FilingThe draft and its documents are fingerprinted when placed on the agenda.
- 2Debate and amendmentsEvery version stays available with its author and time.
- 3Council voteResult signed by the chair and the secretary.
- 4SealingThe nodes validate the block; the verification link is published.
- 5Tracked executionRelated spending points back to the deliberation that authorises it.
AI prepares the file, the civil servant decides, the ledger keeps the record.
AI agents sort citizens' requests, prepare files and keep the risk register up to date. No decision is taken without human approval, and every AI proposal is logged with its sources.
Day-to-day affairs
Letters, permits, grants, complaints: pre-processing, missing documents flagged, deadlines tracked, a draft reply proposed to the officer.
A living risk register
Signals from sensors, procurement, weather and internal controls. The AI proposes a rating; the risk owner approves or corrects it.
AI Act compliance
Technical documentation, human oversight and logging required for high-risk systems, provided from day one.

Roads that talk to the autonomous vehicles of test cities.
We equip trial zones for SAE level 4 automated driving: roadside units, connected traffic lights, fixed perception and a digital twin. Every traffic event is timestamped on the ledger for incident analysis.
V2X communication
C-V2X and ITS-G5 roadside units broadcasting ETSI CAM and DENM messages, signal phase and timing (SPaT) and intersection geometry (MAP).
Fixed perception and digital twin
Cameras and LiDAR at complex junctions, HD mapping and scenario simulation before each extension of the operational design domain (ODD).
Public black box
A tamper-proof log of exchanged messages, usable by the operator, the insurer and the authority after an incident.
Typical plan of an equipped junction
A secret ballot every voter can verify.
The ballot is encrypted on the voter's device and posted to a public bulletin board. The voter gets a tracking code to find their encrypted ballot. Counting is done on the encrypted ballots, with public proof that the result matches the ballots cast.
End-to-end verifiable
Anyone can check that their ballot was counted as cast, and that the total matches the published ballots.
Secrecy preserved
Homomorphic encryption and a decryption key split among several tellers: none of them can read a ballot alone.
From council to referendum
Council votes, local consultations, workplace elections and participatory budgets, with a physical backup polling station.

Peak Protocol, our research lab.
Before we offer a ledger or an AI agent to an institution, we run it on our own systems first: tokens and on-chain governance, data centers, automated markets. Peak Protocol is that lab, born in Andorra, and its research notes are public.
Read this first
The Peak Protocol section describes a research experience and a way of working. It is not investment advice, a solicitation or a promise of returns. Investing in financial markets, futures contracts and digital assets carries a risk of capital loss, which can exceed the initial stake on leveraged products. Past performance is no guarantee of future results.
This site is neither an offer nor investment advice. Nothing on it is a solicitation to buy or sell any financial product or token.
Ownership you can program. Decisions anyone can verify.
A token is a programmable share of a network. Decentralized governance lets its holders propose, vote on and execute decisions on-chain, without a central operator. We study how these systems really work, and where they fail.
Tokens
Digital units recorded on a blockchain. A token can stand for access to a service, a voting right, a share of fees or a real-world asset. Its rules live in smart contracts that anyone can read.
DAOs and on-chain voting
In a decentralized autonomous organisation, proposals are submitted, voted on and executed by code. Quorum, voting periods and treasury limits are public and verifiable.
What we analyse
Token distribution, voter turnout, treasury management and the security of governance contracts. Each research note studies a real protocol and its on-chain data.
Phème does not issue, sell or promote any token. This content is for information and research only.
Three layers that don't react to the same shocks.
Diversifying means combining independent drivers of value. Physical infrastructure, digital assets and listed markets each follow their own cycle.
- Layer 3 · Execution
Automated markets
A trading bot on Micro Nasdaq futures contracts. It reads the signal, sends the order with its stop and target, and reconnects on its own after an outage.
A computer program that buys and sells a stock-market index contract on its own, following rules written in advance. Every trade has a maximum loss set before it starts. These contracts use leverage: you can lose more than you put in.
- Exposure
- Index futures, fixed position sizeStock-market index contracts (leveraged products)
- Management
- RSI signal, bracket orders, automatic restartFixed rules, a loss limit on every trade, automatic restart
- Layer 2 · Protocols
Blockchain
Digital assets that trade outside stock market hours. Scripts watch the positions and apply rebalancing rules set in advance.
- Exposure
- Selected digital assets and protocols
- Management
- Alerts, rebalancing thresholds, transaction logAlerts, rules for rebalancing the portfolio, a record of every operation
- Layer 1 · Foundation
Data centers
Artificial intelligence and the cloud consume ever more computing power. Buildings, energy and cooling become strategic assets, with revenue backed by long contracts.
- Exposure
- Listed companies and funds in the digital infrastructure sector
- Management
- Automated tracking of positions and company reports
From a first trading script to a technical team run by AI.
Each stage added a piece to the system. None replaced the one before: they stack up.
- Stage 1
The first algorithms
Strategies coded in MetaTrader 5: indicators, entry and exit rules, risk management. Decisions written in advance, tested and repeatable.
- Stage 2
Statistical models
Ranking sustainable industries with artificial intelligence models to guide allocation with data rather than gut feeling.
- Stage 3
The infrastructure
A private server, Docker containers that restart on their own, scheduled updates. The system runs 24/7 without depending on a computer being switched on.
- Stage 4
Moving to Interactive Brokers
Connection to the IBKR API, bracket orders with stop and target set at entry, and automatic reconnection when the gateway restarts.
Connection to a broker's trading interface. Each order goes out with a loss limit and a profit target, and the program reconnects on its own if the connection drops.
- Stage 5
Claude Code as the tech team
Claude Code writes, tests and deploys the scripts, diagnoses failures and documents every decision. One person runs what used to take a team.
One server, a few containers, and rules written down in black and white.
The program runs on a rented server, checks a market indicator, sends orders with a loss limit and records everything it does. This is a research setup, not a product you can buy or copy.

Everything is written
Every decision rule exists as code. Nothing depends on the mood of the day.
Everything restarts
A network outage or a gateway update never leaves an orphaned order behind.
Everything is logged
Logs, alerts and history make it possible to understand every trade after the fact.
